Oversees technical initiatives with cross-departmental or enterprise-wide applicability. Works with potential customers to understand their requirements. Proposes technical solutions, gathers information for estimates, manages vendor relations, and coordinates project from proposal stage through installation. Assumes responsibility for success of specific technology deployment at Emory.
BACKGROUND:
The Public Health Informatics Institute (PHII) is a Program of the Task Force for Global Health, Inc., a non-profit organization affiliated with Emory University and whose staffs are employed through Emory University. PHII is a partner in a new global health surveillance network aimed at preventing childhood mortality in developing countries, particularly in sub-Saharan Africa and south Asia. The Child Health and Mortality Prevention Surveillance network, or CHAMPS, will help speed and improve acquisition of data about how, where and why children are getting sick and dying. The Bill & Melinda Gates Foundation plans an initial commitment of up to $75 million for the initiative.
CHAMPS is envisioned to be a 20-year program based initially at six sites, but eventually could be expanded to as many as 20 sites. The Emory Global Health Institute (EGHI), which houses the U.S. office of the International Association of National Public Health Institutes (IANPHI), serves as the lead partner in the new global network of surveillance sites. PHII will oversee the data management operations and IT strategy, assessing and managing the multiple streams of data collected from the sites.
PRIMARY RESPONSIBILITIES:
The Public Health Informatics Institute Sr. Technical Project Manager is assigned to the CHAMPS project. The Sr. Technical Project Manager ensures that all of their assigned projects are completed on time and within budget, working with the CHAMPS CIO to ensure the projects meets their goals. The Sr. Technical Project Manager supports the CHAMPS CIO and other team members in developing deliverables and sets an appropriate expectation level for these deliverables. The Sr. Technical Project Manager ensures external project participants (for example, grantees, partners, subject matter experts, and meeting participants) are engaged and are informed of status and direction of project activities. They may assist in writing grants and in finding new funding opportunities. The Sr. Technical Project Manager may represent and promote their projects at various speaking engagements.
INFORMATION TECHNOLOGY PROJECT MANAGEMENT
Applies industry-accepted methodologies (i.e., Project Management Institute [PMI]) to ensure adherence to project management standards and requirements and to provide stakeholders with continual reports on project progress and performance:
· Manages the Project Management Life Cycle from beginning to end and establishes cohesion for achieving multi-disciplinary stakeholder and project team buy-in.
· General knowledge of SDLC (Software Development Life Cycle), agile and/or rational unified process development methodologies, user Stories and managing iteration cycles and monitoring development velocity.
· Creates project charters and analyzes business cases to validate and clarify issues, justify use of project resources and to anticipate risks.
· Meets with stakeholders to validate IT business cases and to gather facts for establishing and gaining agreement on project charters.
· Conducts bid sessions and/or vendor RFP efforts to select and manage suppliers and supplier payments.
· Observes project team dynamics to ensure effective team member synergies and to resolve issues.
Project Implementation
· Works with CHAMPS CIO and IT project team to define scope of a project and budget
· Provides strategic input for project plan development
· Utilizes PM and SDLC tools to manage project timelines and accuracy, ensure project resource commitments are met, and to track activities, variances, and development velocity (e.g., Smartsheet, Pivotal Tracker, Jira).
· Gathers and analyzes project metrics to evaluate project performance and manage issues, risk and changes of scope.
· Creates status reports for distribution to project team, external customers, and for use in regular project status update meetings with Institute staff.
Resource Management
· Creates contracts for consultants as needed in collaboration with the Project Director.
· Approves timesheets and expense reports.
· Manages detailed budget and works with the financial management staff to provide information for financial reports.
· Creates, submits, and processes invoices as needed.
Meeting Coordination
· Fosters project team and communication – facilitates internal team conference calls/meetings, ensures meeting minutes are created, provides status reports, manages action item lists and issues lists, and tracks parking lot items.
Institute Collaboration
· Meets regularly as project management team to review all current projects and escalates issues to supervisor as needed.
· Builds and nurtures relationships with senior executive team, internal project team members, Institute consultants, and external customers by interacting through email, phone calls, meetings, and/or personal visits.
Staff Development
· Attends conferences/meetings and reviews literature in order to stay abreast of current knowledge and issues.
OTHER RESPONSIBILITIES:
· Participates fully as a member of the Task Force for Global Health and the Public Health Informatics Institute by contributing, assisting and participating in projects, activities, and initiatives as requested by management
TRAVEL– 10-20% domestic and/or international travel is required.
MINIMUM QUALIFICATIONS: Eight years of experience in implementing technical requirements to support business applications OR a bachelor's degree and six years of experience in implementing technical requirements to support business applications.
PREFERRED QUALIFICATIONS:
Project Management Professional (PMP) certification. Prior project management experience with custom software application development and product maintenance. Master’s degree in business or public health related field. Seven years experience specifically related to the position. Proven ability to manage multiple complex projects and work-related priorities. Experience in creating project plans and experience in all phases of the IT lifecycle. Previous experience (at least two to three years) in public health informatics.
